Alderaan is a secure and safe world, besides that whole war thing that happened during the conflict with the Sith, and people are allowed to wear self defense weapons. This is limited to a blaster pistol or a melee weapon like a one handed sword or knife. If a guardsman perhaps both but for festival goers this is limited to one.

Jedi in good standing are an exception, ex-Jedi are not afforded this right. Jedi have increased security after Bankor to better identify and keep track of Jedi in the field and keep the database updated on a rolling three day schedule.

Areas outside the festival especially out hunting are not beholden to this rule. Personal armor is not allowed on Festival grounds unless on duty for House Panteer or allied houses going about their daily duties.
